Doorbraak in de maak?

Wordt moordenaar van Zweedse premier Palme toch nog opgepakt?

Het lijkt op de Zweedse variant van de Bende van Nijvel: de moord op de Zweedse premier Olof Palme. Een maatschappelijk trauma uit de jaren tachtig van de vorige eeuw. Moorden die nooit werden opgelost. Daders die nooit werden gepakt. En, om de zoveel jaar, de aankondiging dat een doorbraak in het onderzoek nabij is. Of is het nu echt zover?

Hij was premier van Zweden.  Hij hield niet van lijfwachten of bewaking. Op de avond van 28 februari 1986 ging hij met zijn vrouw Lisbeth naar de cinema.  In het centrum van Stockholm werd hij, wandelend op het trottoir, in de rug geschoten.  Het was 23.21 uur.  Kort daarna stierf hij.  34 jaar na die fatale avond zitten de Zweden nog met hun vraag : wie heeft Olof Palme vermoord?

"Een stuk dichter bij een oplossing"
De  openbaar aanklager die de zaak onderzoekt is hoopvol. Veel tijd om de daders op te pakken is er trouwens niet meer.  Als er voor de zomer geen aanklacht wegens moord wordt ingediend, verjaart de zaak.  De moord die al enkele keren opgelost leek, en dan weer niet...

Christer Pettersson werd in 1988 veroordeeld tot levenslang, wegens ... de moord op Palme.  Pettersson was een alcoholist en druggebruiker. In hoger beroep werd Pettersson vier maanden na zijn eerste veroordeling vrijgesproken wegens gebrek aan bewijs.  Een poging, tien jaar later, om hem opnieuw te veroordelen draaide op niets uit.  In 2001 liet hij in een kranteninterview weten dat hij wel degelijk Palme had vermoord.  Een bekentenis die hij later weer introk.  In 2004 stierf Christer Pettersson. 

Veel Zweden zijn er van overtuigd dat Pettersson wel degelijk Palme heeft vermoord.  Anderen zijn zeker dat hij niets met de moord te maken heeft.  Dat de Zweedse procureur nu beweert "dichter bij een oplossing te staan", en "voor dat de zaak deze zomer verjaart duidelijker kan zijn", doet de vermoedens groeien dat Pettersson inderdaad niets met de moord te maken heeft.  Over de moord circuleren tientallen complottheorieën. De Zweedse procureur wou niet verduidelijken waarom hij een doorbraak in het dossier verwacht.

Daarin staat dat die man op de robotfoto waarschijnlijk helemaal niet de dader is, maar een kerel die toevallig in de buurt rondliep. De Zweden zien de vrijgave van die foto als een van de grootste missers van het onderzoek.

Sweden to present findings on Olof Palme assassination

Sources say South Africa handed over dossier on 1986 murder, but not everyone is hopeful mystery will be solved

The findings of an investigation into one of the world’s most infamous cold cases, the 1986 assassination of Swedish prime minister Olof Palme, will finally be made public in Stockholm on Wednesday.

Palme was shot in the back at close range on a Stockholm street while walking home from the cinema with his wife Lisbeth on a February evening. The gunman disappeared into a side street and the mystery has thwarted the Swedish police ever since, giving rise to an industry built around competing speculative theories.

The two leading schools of thought are that it was a lone gunman, perhaps enraged by Palme’s social democratic politics, or a much more intricate plot involving the South African apartheid regime.

South African intelligence officials met Swedish investigators in Pretoria in March and handed over a dossier of information related to the association, according to sources familiar with the meeting.

It is not clear however whether the dossier included substantive new evidence, or was simply tying up loose ends in a decades-long investigation.

There has long been speculation over the role of the South African apartheid intelligence services, motivated by Palme’s support for the African National Congress and his efforts to close down arms and oil smuggling rings involving the apartheid regime, but no hard proof.

The meeting between South African intelligence and Swedish officials took place on 18 March at the offices of the Department of International Relations and Cooperation (Dirco) in Pretoria, according to a South African intelligence source.

The meeting was convened at the request of the Swedish investigation, and was chaired by Loyiso Jafta, the acting director-general of the South African State Security Agency.

“There was a meeting between this Swedish investigation unit and national intelligence arranged through Dirco … and we handed over a file to the Swedish investigations unit. What they’ve done with it I’m not sure,” the source said.

Neither the Swedish or South African authorities responded to a request for comment on the meeting.

Goran Björkdahl, a serving Swedish diplomat who has independently investigated the Palme assassination, is convinced that the apartheid regime’s covert security apparatus was responsible for the killing.

Björkdahl’s research into the 1961 crash of the plane carrying the UN secretary general, Dag Hammarskjöld, helped trigger a new UN investigation, which found a “significant amount of evidence” that his flight was brought down by another aircraft.

Maj Gen Chris Thirion, who was head of military intelligence in the last years of the apartheid era, told Björkdahl on camera in 2015 he believed South Africa was responsible for the Palme killing.

“I think so, yes,” Thirion said. “I’m sorry to say it but yes.”

In October 2015, Björkdahl also met a serving general in military intelligence in Johannesburg, who gave him names of South African operatives allegedly involved in the Palme killing, and offered to cooperate with the Swedish investigation in return for immunity for those involved.

“He told me that South Africa was willing to negotiate with Sweden and so he asked me to go back home to Sweden and give that reply to Swedish intelligence,” Björkdahl said. He handed over all his research in Stockholm, and passed on the message about a possible immunity deal.

“It was very naive I thought, but what I tried to do was to try to facilitate the discussion between South Africa and Sweden, so that Sweden would give immunity against prosecution with the condition that the team who carried out the assassination, come forward and present the evidence.”

“The need to know is greater than the need to punish,” Björkdahl said. Stieg Larsson, the Swedish investigative journalist and novelist who wrote The Girl with the Dragon Tattoo, also looked into the Palme assassination extensively before he died in 2004.

In 2013, Jan Stocklassa, a former diplomat turned writer, discovered four boxes of Larsson’s research into the killing in a larger archive of documents in a self-storage locker, and used them as a basis to continue Larsson’s investigation. Stocklassa uncovered intriguing connections between the South African apartheid regime and the Palme killing, in his 2018 book The Man Who Played with Fire: Stieg Larsson’s Lost Files and the Hunt for an Assassin. However, Stocklassa has not found definitive proof.

Like Björkdahl, he handed over his material to the police, and says he has been in regular touch with the investigators, but has no idea how they will conclude their investigation.

“We have had very close to continuous dialogues – every six to eight weeks I’ve been speaking to them,” Stocklassa said. “And they’ve been asking for more material and more information, always regarding South Africa.”

The main rival theory is that Palme was killed by an individual acting out of ideological hatred for the Social Democrat prime minister. One suspect is Stig Engström, known as “Skandia man” because he worked for the Swedish insurance company in offices next to the scene of the murder.

Engström had weapons training, possible access to the .357 Magnum revolver suspected to have been used in the killing, and politics considerably to the right of Palme. He took his own life in 2000. In May 2018, a Swedish magazine, Filter, published a 12-year investigation which concluded that Engström was probably the killer, on the grounds he matched the description of the gunman, he had information that only the killer could have known, and lied to the police about his movements on the evening of the murder.

Neither Björkdahl nor Stocklassa say they are certain the official investigation, to be unveiled on Wednesday by the chief prosecutor, Krister Petersson, will be conclusive, saying the investigators have not shown signs of fully exploring the South African angle.

“That makes me nervous that they will do what they’ve done before: go for the more simple solution, which is always a lone killer,” Stocklassa said.

Björkdahl said he was also nervous that Wednesday’s announcement would mark an end to the mystery. “This investigation is of enormous importance to the Swedish people and it shouldn’t be closed down until we’re totally sure that an innovative collaboration with South Africa cannot solve the case,” he said. “I don’t think we are there yet.”

Qui a tué Olof Palme ? La Suède s'apprête à clore 34 années d'enquête

Le meurtre du Premier ministre de Suède Olof Palme en 1986 a traumatisé le pays autant que l'enquête l'a passionné. Le procureur spécial annonce des révélations pour ce mercredi.

La Suède espère élucider dans les prochaines heures un mystère qui la hante depuis 34 ans.

Ce mystère, il porte un nom, il a un visage : ceux d'Olof Palme, Premier ministre social-démocrate de la Suède de 1982 à 1986... jusqu'à ce soir du 28 février 1986 où (c'est The Guardian qui nous rappelle les faits) il rentrait du cinéma avec sa femme, en pleine rue plein centre de Stockholm, sans gardes du corps comme le couple en avait pris l'habitude pour ne pas se couper de la vraie vie des vrais suédois, ils allaient prendre le métro, quand un homme, grand, s'est approché d'eux par derrière et a tué le Premier ministre, d'une balle de Magnum dans le dos, le laissant mort sur le trottoir, dans une mare de sang.

Le tireur, lui, n'a pas de visage, c'est bien le problème. Le soir du 28 février 1986, il a disparu comme par magie, s'est fondu dans le décor nocturne de Stockholm, et jamais l'arme du crime n'a été retrouvé jusque-là... mais n'allons pas trop vite. 

Trente-quatre ans donc que la police et tout ce que les médias suédois comptent d'enquêteurs s'échinent à résoudre le mystère Olof Palme. C'est même devenu une obsession nationale, telle que la décrit The Guardian : le meurtre a tellement ébranlé la société suédoise de l'époque, laquelle se croyait faussement protégée des dangers du monde, que l'on a donné un nom scientifique à la dépression générale qui s'est emparé du pays : la "Palmesjukdom". Parmi ses symptômes, on retient surtout cette frénésie à avouer à la police que l'on est soi-même l'assassin : pas moins de 180 aveux spontanés en 34 ans, et aucun n'était sérieux. 

Au total, reprend l'Expressen, de Stockholm, plus de 10 000 témoins ont été interrogés, de très nombreuses pistes ont été suivies, creusées, abandonnées, puis re-explorées ; elles ont mené à accuser successivement un commerçant voisin de la scène du crime, un toxicomane armé qui passait par là, des ennemis politiques suédois, mais aussi et plus improbables, la guérilla kurde du PKK, les service secrets sud-africains (on va y revenir), ou même des intermédiaires véreux à un contrat d'armement passé entre l'Inde et le marchand de canon suédois Bofors, contrat assorti de rétrocommissions qui auraient été découvertes par le Premier ministre... 

Tout cela ce ne sont à ce stade que des hypothèses plus ou moins conspirationnistes... mais est-ce que la Justice suédoise a assemblé quelques certitudes, tout de même, dans ce dossier ?

Très peu, à vrai dire, poursuit l'Expressen, sinon des fausses pistes et des impasses. Ceux qui ont été soupçonnés nommément, notamment un homme condamné à la prison à vie en 1987 puis libéré au bout de trois mois faute de preuves, sont tous morts aujourd'hui... 

Et pourtant c'est bien ce 10 juin que l'on devrait connaître le fin mot de l'affaire : mercredi, s'enthousiasme le grand quotidien suédois Aftonbladet, le procureur spécial en charge de l'enquête va rendre ses conclusions. Soit il classe l'affaire faute de nouveaux éléments ou parce que les suspects sont décédés, soit il lance des poursuites. Le dénouement est proche, d'autant, comme l'affirment ce matin tous les journaux en Suède, que "l'arme du crime aurait enfin été retrouvée". Elle pourrait permettre d'identifier une bonne fois pour toute celui ou celle qui a tué Olof Palme il y a 34 ans... sauf que, prévient l'Aftonbladet, vu le temps qui a passé depuis le meurtre, il y a de fortes chances que ce soit un mort qui soit désigné comme coupable, et donc que le moment du dévoilement tant attendu soit aussi celui de l'épilogue pour ce grand mystère national.

… Un mystère qui avait passionné, ce n'est pas étonnant, le grand auteur de romans policiers suédois Stieg Larsson.  C'est ce que nous raconte The Guardian, dans un article d'archives qui revient opportunément à la surface: l'auteur de la série Millemium a lui aussi été obsédé pendant toute sa vie par cette affaire Olof Palme, au point de s'en inspirer pour plusieurs de ses livres.

Larsson, comme le Guardian d'ailleurs, penchait pour la piste des services secrets sud-africains : un assassinat politique commandité par le régime de l'apartheid dont Olof Palme était l'un des plus éloquents dénonciateurs à l'époque sur la scène internationale. Au début du mois de mars les enquêteurs suédois se sont rendus en Afrique du Sud pour y recevoir de la part de la justice sud-africaine un mystérieux dossier portant le nom de Palme.

Est-ce ce dossier qui a permis de boucler l'affaire ? On le saura mercredi... alors en attendant, les journaux de Pretoria à Stockholm en passant par Londres et New Delhi se délectent une dernière fois de toutes les pistes possibles et imaginables. Comme s'il fallait jouir du mystère une dernière fois, avant que la terne vérité judiciaire ne viennent tout gâcher.

Het onderzoek naar de moord op de Zweedse premier Olof Palme in 1986 wordt afgesloten, zegt het Zweedse parket. Stig Engström, de vermoedelijke moordenaar, is al twintig jaar geleden overleden.

Stig Engström is de vermoedelijke dader van de veelbesproken moord op de Zweedse premier Olof Palme in 1986. Dat heeft het Zweedse parket woensdag meegedeeld tijdens een persconferentie. Omdat de hoofdverdachte 20 jaar geleden overleed, wordt het onderzoek afgesloten.

Engström, een werknemer van verzekeringsbedrijf Skandia, werd destijds beschouwd als een van de eerste getuigen ter plekke, maar niet als de moordenaar. Twee recente boeken suggereren het tegendeel. Hij zou goed contact hebben gehad met een wapenverzamelaar en nam deel aan politieke meetings tegen Olof Palme. In 2018, na de boeken, is zijn ex-vrouw meermaals ondervraagd door het team van aanklager Krister Petersson. Stig Engström maakte in 2000 een einde aan zijn leven.

Onverkoopbaar is dat het Zweedse parket Stig Engström reeds in 1987 als verdachte heeft weggestreept om daar anno 2020 op terug te komen. De mededeling van dat parket dat wijlen Engström de vermoedelijke dader is, is niet geënt op nieuw bewijs. Overigens doet dit geval mij denken aan het laatste boek van Guy Bouten, met daarin een beschrijving van een zaak die nooit opgelost zal raken, althans over de doden niets dan goeds.

Ik denk dat het Belgische parket er verstandig aan zou doen om de vervolging van wat er in de Bende van Nijvel-zaak nog aan (mogelijke) verdachten/daders rondloopt, subiet te staken en alsdan van staatswege de niet langer strafrechtelijk vervolgbare daders, voor zover zij nog in leven zijn en zich melden bij politie of justitie, een royale beloning in het vooruitzicht te stellen, waarbij de slachtoffers/nabestaanden van Bendefeiten eveneens royaal zullen worden gecompenseerd voor het onbeschrijfelijke leed dat hen is aangedaan. Daarbij moet een waarheidscommissie (» nl.wikipedia.org) in het leven worden geroepen, teneinde de gebeurtenissen en de daarbij betrokken personen (verder) te kunnen duiden.

Hiermee wordt tevens voorkomen dat je belandt in een situatie, zoals die thans speelt rond de moord op Olof Palme, de dood in de pot en wat heb je aan gerechtigheid als je de waarheid nooit zult kennen?

Als Koen Geens de moed heeft, moet hij, hoe cru dat misschien ook mag klinken, om te beginnen voor zowel daders als slachtoffers een veilige situatie creëren, anders is het te laat voor de waarheid!
